A database of the size required to manage a national ID card system will contain errors. If we put too much faith in the system the potential risks are catastrophic, particularly if the card becomes a single requirement to access services and as such becomes immensely valuable to criminals and terrorists. If we don't have faith in the card to provide access only to those who should have it, maybe we shouldn't introduce it in the first place, and concentrate on using current resources wisely instead.
