So we want to make sure that only those people who deserve services receive them? This may be understandable, but I'm glad I'm not having to make those kind of decisions. On the day the ID system suffers from a glitch, or someone has damaged their card so it can't be read, I don't think I'd want the responsibility for sending someone away from hospital.
Would you? If not, we can't rely on the ID card to provide access to services, and if it can't do that then why are we planning to spend over 3 billion pounds on introducing it?
Update: the draft bill states that ID cards won't be required for emergency treatment. So in order to get treatment for a minor ailment you simply need to wait a few days / weeks until it is an emergency and you're sorted. How delightful.
