If only 2% of people lose their cards or have them stolen each year (a conservative estimate) that is over 1 million people a year who will experience the inconvenience, expense and risk (if healthcare is reliant on having a card) of being without a card and getting a replacement. That's one card lost every 26 seconds of every day.
